Under that is another flounce of fabric that you can leave out and over the top of the skirt or you can tuck it into the skirt for a sleeker look

On the runway this piece was shown worn under a matching coat

The skirt flows from the front gathers under the neckline and at the back it begins right under the shoulder yoking with a long inverted pleat running down the center

This was Look 15 in the Fall 2017 show and was one of two looks in the show that had this fringing detail. The second was for look eight where she wrapped a fringed scarf under a long jacket and over pants. When the collection went to production they also made a dress with sleeves
